Evaluation of Peace Corps / North Macedonia

The OIG conducted a program evaluation of Peace Corps/North Macedonia from December 2024 through June 2025.  Our objectives were to determine the post's effectiveness and compliance in the areas of Volunteer health and safety, project activities, training and support, and leadership. We found that the post met its project objectives and effectively supported Volunteers, with programming aligned to host country needs and substantial compliance with site management standards. However, we found issues with underdeveloped Volunteer assignments at some sites, lack of a sustainable backup coverage for safety and security staff, inefficient healthcare support processes, and gaps in cross-unit communication. The report contains 10 recommendations focused on strengthening partner engagement, improving safety and security coverage, enhancing medication procurement, assessing and supporting health unit capacity, and improving staff morale.

Evaluation of the Peace Corps’ Volunteer Delivery System (IG-25-03-E)

OIG conducted an evaluation of the Volunteer Delivery System to assess the challenges Peace Corps has recently faced in recruiting, selecting, and placing Volunteers. To perform this evaluation, OIG reviewed the agency’s strategic planning and performance documents, recruiting and hiring data, and documentation related to various recruiting strategies. OIG also conducted in-person and virtual interviews with headquarters-based and regional recruitment staff. The evaluation also included an overseas staff survey and a review of relevant documentation. The report contains seven recommendations along with a summary of the effectiveness of Peace Corps’ recruitment strategies and approaches.

Evaluation of Peace Corps/Madagascar

Peace Corps OIG conducted an evaluation of Peace Corps/Madagascar’s programs, operations, and activities from October 2021 to May 2024. OIG evaluation activities included: Volunteer and post staff surveys; interviews with staff, Volunteers, and stakeholders; document collection and analysis; and in-person observations and inspections. The evaluators performed on-site work at the post in May 2024, where they closely collaborated with post leadership and staff to learn more about past and present operations. During this review, OIG traveled to Volunteers’ homes and work sites for in-person observations and interviews.

Evaluation of the Office of Health Services’ Technical Guidelines’ Revision and Implementation Process

The Peace Corps Office of Inspector General (OIG) evaluated the Peace Corps Office of Health Services’ (OHS) policies and procedures for updating its TechnicalGuidelines (TG). The purpose of our evaluation was to determine whether OHS efficiently and adequately updates the TGs and assesses any challenges to theirimplementation. This evaluation also sought to determine to what extent the Peace Corps Medical Officers (PCMO) use TGs in their administrative and clinical practices.

Post Re-Entry Health and Safety Review of Peace Corps/Cambodia (IG-24-01-E)

On May 16, 2022, the Peace Corps notified the United States Congress that Peace Corps/Cambodia intended to resume operations as early as September 2022. The first intake of 2 reinstated Volunteers arrived in September 2022, and 36 two-year Volunteers arrived in October 2022. On July 7, 2023, the Office of Inspector General announced this review to assess Peace Corps/Cambodia’s compliance with specific agency policies and procedures related to Volunteer and trainee health and safety and the re-entry process.

Evaluation of Human Resources Management for Overseas Contract Staff (IG-23-08-E)

The Peace Corps employs more than 3,400 staff who help execute the agency mission and serve on the front lines of the Volunteer experience. Approximately 92 percent of staff at overseas posts are personal services contractors (PSCs), who also make up 70 percent of all Peace Corps staff. A significant part of the agency’s success depends on how well it manages its human resources operations to hire, train, and retain quality PSC staff. Our evaluation assesses the agency’s human resources management for overseas PSCs, focusing on the posts’ operations and the support they receive from agency offices and staff. We did not measure PSC satisfaction with human resources services or address the human resources management of the agency’s direct hire staff.

The first intake of 51 Volunteers arrived in September 2022. On November 21, 2022, the Office of Inspector General (OIG) announced this review to assess the post’s compliance with specific agency policies and procedures related to Volunteer and trainee health and safety, and the re-entry process.

The first intake arrived in March 2022 with 13 Volunteers, including 2 reinstated Volunteers. On September 29, 2022, the Office of Inspector General announced this review to assess the post’s compliance with specific agency policies and procedures related to Volunteer and trainee health and safety, and the re-entry process.
