We recommend that the chief financial officer ensure that the director of budget and analysis develops and implements formal written procedures to provide for continuous monitoring of the agency’s control environment related to the budget process to determine whether proper internal control activities are established, are sufficient in number, and operating effectively.

We recommend that the chief financial officer ensure that the director of budget and analysis formalizes the process within the Office of Budget and Analysis for analyzing and advising on Request for Resource Allocation and retain the results and conclusions of all analyses together with the associated Request for Resource Allocation.
